Ten pages that share one layout is a small job. A simple brochure site, a handful of pages that tell people who you are and how to reach you, is the most affordable thing I do and suits a lot of small businesses fine. A custom build with a real feature or two, online booking, a members area, a small shop, sits above that, because there is actual functionality to build and test. Or a low headline price with the real cost hidden in monthly fees you cannot walk away from. Cheap and expensive are not opposites. Fixed price works when the job is well defined. If it is genuinely open ended, a rolling app build where we will learn as we go, I would rather work on a day rate and be honest that a fixed price would only be a padded guess.
